Patch 13.12 is coming soon to League of Legends.
Patch 13.11 was a follow-up to some outliers of League of Legends. That patch introduced many champion and item changes. However, it did not move the needle too much in terms of strong champions, as Ivern got added to that list.
The patch introduced the Rell mini-rework, buffs & nerfs to items and champions, buff sharing, and some ARAM adjustments. Since the patch landed, Rell has received a pretty big hotfix, which has made her a bit too strong. Overall, Patch 13.11 did not change the meta a whole lot from Patch 13.10.
The reasoning behind Patch 13.11 being smaller was to give time to settle the dust so that the balance team could evaluate what to address.
Thus, Patch 13.12 is going to be a fairly big patch based on the list provided in the patch preview. There are multiple champion buffs & nerfs, along with item changes. There is a lot coming to Patch 13.12. Despite all the mishaps, the balance team managed to get the proper preview out.
Let’s talk about all the changes that are coming to Patch 13.12.

Release Date
League of Legends Patch 13.12 is expected to be released on Wednesday, June 14, 2023.

LoL Patch Notes 13.12
The dust has settled, and Riot is now coming in with a big patch. Buffs are tailored towards weaker champions and make itemization optimizations for Kai’Sa. Meanwhile, the nerfs mostly to Pro Play champions like Zeri, Yuumi, Milio, and more. Items are getting some changes, as well as some fairly minor adjustments to the Duskblade of Draktharr.
Let’s jump straight into all of that.
Champion Buffs
There are eight champions receiving buffs in Patch 13.12. From what we know thus far, Ashe is getting both Support and ADC buffs, while Kai’Sa is getting some Evolution Breakpoint buffs to accommodate the item changes in Patch 13.10. Many struggling champions, like Sivir, Ryze, etc., are getting some buffs. Here is the list of buffs.
Ashe
Many of her abilities are getting a damage buff that will help in both the ADC and Support roles.
- Passive – Frost Shot:
- Bonus Damage: 115% >>> 120%.
- W – Volley:
- Base Damage: 10/25/40/55/70 >>> 10/35/50/65/80.
- R – Enchanted Crystal Arrow:
- AP Ratio: 100% >>> 120%.
Gangplank
GP is getting a small buff with his Powder Kegs getting a scaling cooldown timer so that it’s lower later in the game.
- W – Powder Keg:
- Recharge Timer: 18 seconds >>> 18/17/16/15/14 seconds.
Kai’Sa
A small AD buff, which might look insignificant. However, Riot Phroxzon gave some clarifications about the buff being more aligned to let Kai”Sa get her Q to evolve faster.
- Base Stats:
- AD Per Level: 2 >>> 2.6.
Nasus
More Passive lifesteal and better cooldowns for his R later in the game.
- Passive – Soul Eater:
- Lifesteal: 9/14/19% >>> 11/16/21%.
- R – Fury of the Sands:
- Cooldown: 120 seconds >>> 120/100/80.
Orianna
The Lady of the Clockwork is getting some Ultimate buffs with more damage and AP ratio.
- R – Command: Shockwave:
- Damage: 250/350/450 (+ 90% AP) >>> 250/400/550 (+ 95% AP).
Ryze
Multiple AP Ratio buffs and a small QoL change are coming for Ryze. The Spell Flux missile speed buff is to fix an interaction of not spreading.
- Passive – Arcane Mastery:
- AP Ratio: 6% >>> 10%.
- E – Spell Flux:
- AP Ratio: 45% >>> 50%.
- Missile Speed: 3500 >>> 4000.
Sivir
More AD for her Ricochet damage while her AD per level decreases.
- Base Stats:
- AD Per Level: 2.8 >>> 2.5.
- E – Ricochet:
- AD Ratio: 25/30/35/40/45% >>> 30/35/40/45/50%.
Champion Nerfs
Meanwhile, champion nerfs are coming mostly for Pro Play. This is an attempt to shake up the Pro Play meta, and many of the top picks are getting some changes. How much of it is being changed is yet to be seen. Rell is the only champion on the list that is not part of Pro Play. Here is the list of nerfs for Patch 13.12.
Gragas
The Passive Cooldown is being increased, which will affect Gragas in multiple roles but primarily in the top lane.
- Passive – Happy Hour:
- Cooldown: 8 seconds >>> 12 seconds.
Kha’Zix
The Base AD is being decreased slightly to give him a little bit of less power.
- Base Stats:
- Attack Damage: 63 >>> 60.
Kog’Maw
His HP shredding ability is being reduced as a pretty significant nerf.
- W – Bio-Arcane Barrage:
- Percent HP Damage: 3.5/4.25/5/5.75/6.5% >>> 3/3.75/4.5/5.25/6%.
K’Sante
His dash ability is getting a cooldown nerf to reduce his mobility.
- E – Footwork:
- Cooldown: 9/8.5/8/7.5/7 seconds >>> 10.5/10/9.5/9/8.5 seconds.
Lulu
Multiple types of stats are getting nerfed. Less armor for Lulu’s base stats and reduced damage from her Passive. Meanwhile, the shield granted from her E is increasing in the late game.

- Damage: 15 – 117 >>> 9 – 111.
- E – Help, Pix!:

Milio
Similar to Lulu, Milio’s Armor and Passive On-Hit damage is taking a hit.

- Armor: 29 >>> 26.
- Armor per level: 4.9 >>> 4.6.
- Passive – Fired Up!:
- On-Hit Damage: 15-35% AD >>> 15% AD.
Rell
After the hotfix on Rell, she became pretty strong, according to Riot. In fact, she became a bit too strong. Now, Riot is making further changes to get her to a balanced state. Many changes are coming to both Jungle and Support.

- Default Adaptive Force: AD >>> AP.
- Q – Shattering Strike:
- Cast Time: 0.5 seconds >>> 0.4 seconds.
- Damage: 70/110/150/190/230 >>> 60/100/140/180/220.

- W – Ferromancy

Yuumi
The cat is getting some buff reductions, so she does not enable her companion too much.
- E – Zoomies:
- Attack Speed Buff: 35% >>> 25/27.5/30/32.5/35%.
- R – Final Chapter:
- Heal Per Hit: 35/50/65 >>> 25/40/55.
Zeri
Since the change to Trinity Force, Zeri has become way too strong. Riot is now coming down on her and putting in some strong nerfs.
- Base Stats:
- Movement Speed: 330 >>> 335.
- Passive – Living Battery:
- Shield Removed
- Q – Burst Fire:
- No Longer Procs Sheen (Spellblade).
- E – Spark Surge:
- Damage: 0-65% >>> 0-85%.
Champion Adjustments
Lucian and Rumble are getting some changes on this patch. Rumble is getting a change to help in longer fights, while Lucian is getting some changes to synergize better with other supports, not just Nami. Thus, here are the two champion adjustments coming to Patch 13.12.
Lucian
The passive is changing to fit more with other Support pairings.
- Passive – Lightbringer:
- Innate – Vigilance:
- When Ally empowers Lucian, his next 2 basic attacks will deal bonus magic damage >>> When Lucian is healed or shielded by an ally, or when a nearby enemy Champion is immobilized, his next 2 basic attacks will deal bonus magic damage.
- Damage: 14 (+20% AD) >>> 10 (+15% AD).
- Innate – Vigilance:
Rumble
The yordle is getting a lot of changes. His heat bar is expanding while Overheat state is being improved. More uptime on managing heat will allow Rumble more damage. Monster damage is adjusted along with more ability changes.
- Base Stats:
- Monster Damage Caps Adjusted.
- Starting Health: 659 >>> 625.
- Health Scaling: 99 >>> 105.
- Passive – Junkyard Titan:
- Maximum Heat: 100 >>> 150 (Danger Zone remains at 50).
- Overheat: 20-80% AS for 5.25 seconds >>> 50-130% AS for 4 seconds.
- Q – Flamespitter:
- Damage: 180/220/260/300/340 (+110% AP) >>> 135/150/165/180/195 (+ 6/7/8/9/10% Target Maximum HP) (110% AP).
- W – Scrap Shield:
- Shield: 60/90/120/150/180 (45% AP) >>> 25/55/85/115/145 (+ 25% AP) (+ 4% Maximum HP).
- E – Electro Harpoon:
- Heat Gained: 10 >>> 20.
- R – Equalizer:
- Cooldown: 100/85/70 >>> 130/105/80.
System Buffs
A few items are getting buffs with a list of four of them struggling in the current patch. Also, mid lane gold is getting buffed though we have no idea how much of it is getting increased. Here are the system buffs coming soon.
Immortal Shieldbow
A bit more lifesteal is being added to the item.
- Lifesteal: 7% >>> 10%.
Mid lane Gold
Gold is being added back to mid lane minions to give back some of that economy that was taken from players.
- -1 Gold Change Reverted From Mid Lane Minions.
Moonstone Renewer
The item is struggling as an Enchanter option for itemization reasons. So a lot of changes are coming to the item.
- Echo Heal: 20 – 40% (level 1-18 ally level scaling) >>> 35%.
- Echo Shield: 30 – 40% (level 1-18 ally level scaling) >>> 40%.
- Same Target Heal Bonus: 15 – 30% (level 1-18 ally level scaling) >>> 25%.
- Same Target Shield Bonus: 20 – 30% (level 1-18 ally level scaling) >>> 30%.
- Mythic Passive: 5 Ability Haste >>> 5 Heal and Shield Power.
Phantom Dancer
A little more attack speed is being added to the item.
- Attack Speed: 30% >>> 35%.
Statikk Shiv
The passive is being improved to deal more damage with each proc.
- Energized Damage: 80 – 190 (level 7-18) >>> 100 – 180 (level 6-18).
System Nerfs
Like buffs, many items are getting nerfed, with the likes of Ardent Censer and Imperial Mandate on the list. While the items nerf are the highlight, Red Buff and Overheal are also getting nerfed. Here are the following nerfs coming soon.
Ardent Censer
The On-Hit damage is being made constant at all levels to stop the hyperscaling on the item.
- On-Hit Damage: 15 – 30 (level 1-18) >>> 15.
Bloodthirster
Price is being increased slightly to make it a later buy.
- Gold Cost: 3200 >>> 3400.
Galeforce
Ever since the changes, Galeforce has been a problem and Riot is coming in with another swoop of changes.
- Attack Damage: 55 >>> 50.
- Active Damage: 150 – 350 (+ 200% Crit) >>> 150 – 350 (45% bonus AD).
Imperial Mandate
Some damage numbers are being reduced to change the effectiveness of the item.
- Bonus Damage For Slow or Immobilize: 35 – 75 (level 1-18) >>> 40 – 60 (level 8-18).
- Consumed Mark Damage: 70 – 150 (level 1-18) >>> 80 – 120 (level 8-18).
- Movement Speed: 20% >>> 25%.
Overheal
The rune is being changed to fit into a Bruiser build than an ADC build.
- Shield Gained: 20 – 300 (level 1-18) >>> 11% Maximum HP.
Rapid Firecannon
Energized damage is being reduced to balance the item.
- Energized Damage: 60 – 140 >>> 60.
Red Buff
Finally, Red Buff is getting some nerfs because the buff has proved too valuable at times.
- Damage: 6 + (6 per level) >>> 6 + (4 per level).
- Slow: 10/15/25% >>> 10/15/20%.
- Health Regen: 1/3/9% Maximum HP >>> 1/3/5% Maximum HP.
System Adjustments
The only system adjustment is Duskblade for certain interactions. It is simple bugfix to fix the interaction for champions like Katarina.
